We have the ability to connect with communities and cultures thousands of miles away, offering a chance for advancements in knowledge and understanding. However, new technologies have also been weaponized for war, social manipulation and intrusion, political gain and other national security concerns. At the Center, we are dedicated to finding and implementing solutions to addressing emerging threats while fostering the evolution of novel technologies.

Intelligence and counter-intelligence increasingly rely on technologies which raise novel questions of domestic and international law. The text-searchable Intelligence Law database, curated by Professor Laura K. Donohue, is the definitive database of legal authorities pertaining to intelligence law and national security.

“Biomanipulation,” a term coined by Professor Laura K. Donohue, poses a new and potentially dangerous form of manipulation that can undermine individual autonomy and decision-making. Data related to physiological and behavioral characteristics can be used to generate a deep understanding of an individual, allowing for highly targeted and effective manipulation.
