James Gresser

Adjunct Professor of Law

James Gresser is an Adjunct Professor of Law and an Attorney–Adviser in the Office of the Legal Adviser at the U.S. Department of State. In that capacity, he is currently one of a small team of lawyers with primary responsibility for advising the Bureau for Educational and Cultural Affairs.

Previously, he advised the Bureau for European and Eurasian Affairs, when his work had focused on legal issues related to the Russian Federation and Ukraine. Before joining the Department of State, Professor Gresser worked for the U.S. Department of Justice in Washington, Munich, and London, and taught for several years in Notre Dame Law School’s London Law Program.
